BACKGROUND The Scottish Ambulance Service (SAS) is the busiest provider of ambulance care in the UK and
covers a larger geographical area than any other British ambulance service. This large geographical area
combined with a widely dispersed rural population creates unique challenges for the SAS in achieving its goal
of being recognized as Scotland’s leading public service and a world leader in the provision of ambulance
services. The SAS was therefore eager to introduce the Advanced Medical Priority Dispatch System across
Scotland to improve response times and resource deployment. The projected rollout budget was some £8m.
MISSION
The SAS commissioned Black Bear to produce a short video for distribution on disk explaining the requirement
to MSPs and especially to the Health Minister. The video played a large part in the SAS’s campaign to raise
the necessary funding for AMPDS.
EXECUTION
Shooting on location in Edinburgh at the Ambulance Control centre and ‘on the road’, Black Bear produced a
four minute programme showing the benefits and operation of AMPDS. It features staff working in a variety of
settings, successfully transmitting the required message of care, professionalism and effectiveness in a highly
visual way.
OUTCOME
Because of a ministerial visit to SAS headquarters at very short notice we had less than one week from the
initial request for the programme to delivery of the project. Nevertheless we completed this assignment on time
and within budget, to the complete and enthusiastic satisfaction of the client.
The Ambulance Service has written, and allowed us to quote, that they are ‘extremely impressed with the
standards, professionalism and value for money’ they receive from Black Bear Productions: ‘Despite the need
for economy you managed to provide us with a first class product.’
Following production of this video programme, the Scottish Executive made the funding available for AMPDS
and the system has rolled out across Scotland. Sources within both the Executive and SAS have paid tribute
the contribution made by the video programme in achieving this outcome.
